On May 27-29, 2024, the 6th Scientific Conference entitled “ICT Crime XXI” was held at the Bohaterów Westerplatte Naval Academy in Gdynia. The event brought together experts from the fields of cyber security, law and technology to discuss the latest challenges and solutions to ICT crime.
Speakers and Topics:
Teresa Wierzbowska, President of the Sygnal Association, gave a presentation on Web blocking/dynamic blocking/live blocking. She discussed the directions of regulatory and systemic changes in Europe regarding immediate blocking of access to illegal content. Wierzbowska stressed the importance of responding quickly to threats of illegal content online, noting the need for international cooperation.
Luiza Piskorek, attorney at law, a representative of Media Law Firm, focused on the legal aspects and experiences of other European countries regarding the mechanism for blocking sites. Ms. Piskorek analysed the effectiveness of various legal approaches in the fight against Internet piracy, sharing examples and conclusions from other European countries.
Piotr Wojtów, a member of the Signal Association, reviewed the most interesting implementations in streaming and sharing in the past year. His presentation reviewed the latest trends and innovations in the field of streaming and content sharing, highlighting cases of successful implementations of technological and legal solutions.
The conference was sponsored by key institutions in the field of cybersecurity and defense, including the Police Headquarters and the Cyberspace Defense Forces Component Command.
In addition, the National Conference of Electronic Communications Operators, the largest industry event in the country organized by the Polish Chamber of Electronic Communications and the Polish Foundation for Supporting the Development of Electronic Communications PIKSEL, in cooperation with the Foundation – Fund for Local Television, was held at the Sheraton Hotel in Sopot on May 27-28, 2024.
Patrycja Golos (President of the Board of the Polish Foundation for the Support of the Development of Electronic Communications PIKSEL) and Teresa Wierzbowska discussed the challenges of royalties from the Internet. The main problems that have been identified are the lack of appropriate legal regulations, as well as the unequal distribution of funds between domestic and foreign creators. A possible solution would be to establish a dedicated organization for redistribution of funds and dialogue with operators. There also remains the issue of setting maximum quota thresholds for content sharing and increasing royalty revenues for local artists. The discussions clearly underscore the great importance of dialogue and cooperation in creating stable, predictable conditions for the Polish creative market.
